§ 76-34. Requirements for installation and maintenance of system.

  • (a)

    Grantees shall install a broadband telecommunications system capable of distributing at least 35 television channels or their equivalent, the system to be installed and maintained in accordance with the best accepted standards of the community antenna television industry and the Federal Communications Commission's cable television technical standards.

    (b)

    For the purpose of permitting the transmission of signals throughout the metropolitan area, the grantee may interconnect its CATV system with any adjacent CATV system.

    (c)

    A grantee shall interrupt system service after 7:00 a.m. and before 1:00 a.m. only with good cause for the shortest time possible and, except in emergency situations, only after publishing notice of service interruption at least 24 hours in advance of the service interruptions. Service may be interrupted between 1:00 a.m. and 7:00 a.m. for routine testing, maintenance, and repair, without notification, any night except Friday, Saturday, or Sunday, or the night preceding a holiday.

    (d)

    The grantee shall maintain a written record or log listing the date of subscriber complaints, identifying the subscriber, and describing the nature of the complaint, and when and what action was taken by the grantee in response thereto. This record shall be kept at the grantee's local office for a period of two years from the date when the complaint initially occurred and shall be available for inspection during regular business hours, without further notice or demand, by the county manager or a designated representative.

    (e)

    If one or more municipalities within the county have granted franchises for the development of cablevision to other than the grantee or grantees who shall be granted a franchise by the county, the county franchisee or franchisees shall negotiate with the franchisees serving the municipalities in order to provide interconnection of the system so that the Fulton County School System can utilize an integrated system providing for simultaneous and exclusive broadcasts and reception by all schools in the system.
