§ 158-77. Program analysis and evaluation.

  • As part of Fulton County's planning, programming, and budgeting system (PPBS), the programs identified in the comprehensive strategic plan (CSP) for providing facilities and services shall be linked directly to the annual operating and capital budgets. The success of that link shall be monitored through the department's program analysis and evaluation division. The program analysis and evaluation division shall assess the efficiency and effectiveness of Fulton County's departmental and interdepartmental programs, and shall serve as an advocate for program implementation. The division shall assist the county's nine functional groups with their budget presentations and shall evaluate all requested program changes for continuity with the county's strategic goals. The division shall also assist departments in preparing their six-year strategic plans, validating program performance indicators, implementing a county-wide program performance reporting system, and coordinating and preparing the county's capital improvement program and annual capital budget.
