Article III. COMPREHENSIVE STRATEGIC PLAN |
§ 158-76. Generally.
(a)
Intent. It is the intent of this section that the comprehensive strategic planning process shall afford residents of each of the planning areas the opportunity to customize their county facilities and services to reflect the goals of their communities and neighborhoods. The comprehensive strategic plan (CSP) shall identify needs based on community-generated goals and standards, an inventory of existing public facilities and services, and an assessment of future facility and service needs.
(b)
Effect. Upon adoption, the CSP shall be an official policy guide, and, as a public record, its primary purpose shall be to inform the public and to assist the county management, county departments, and the planning commission and board of commissioners in the performance of their duties.
(c)
Adoption and duration. The CSP may be adopted, added to, and changed from time to time, by a majority of the Fulton County Board of Commissioners. Such amendment or adoption shall be in accordance with the provisions of 1989 Ga. Laws (Act No. 634), pages 1317—1391 and the planning enabling resolution of the Board of Commissioners of Fulton County, Georgia, adopted March 20, 1974.
(d)
Duties of director. As a participant in Fulton County's planning, programming, and budgeting system (PPBS), the department of planning and economic development's director shall cause to be developed a comprehensive strategic plan (CSP) for services and facilities that shall be submitted to the board of commissioners for a public hearing and approval, and updated from time to time.
(e)
Components. The department, in preparing the CSP, shall assess demographics and forecast demographic changes as they relate to county services, facilities, goals, objectives, and policies, together with a six-year work program encompassing time and priority schedules, cost estimates for accomplishment of proposed projects, and identification of the entity responsible for implementation. The CSP shall include departmental strategic plans including all programs and services provided by the county within functional program areas, and these strategic plans shall be linked directly to operating and capital budgets. The CSP shall include current and proposed land use maps and maps to show existing and proposed streets, railroad and transit lines, airports, parks, playgrounds, forests, reservations, wetlands, open spaces, special districts, revitalization areas, preservation areas, redevelopment areas, locations of utilities, and other planning features. The land use plan map should take into account the community's preferences for general locations of land uses that are consistent with the goals, objectives, and policies developed in the plan and adopted planning standards.
