§ 76-46. Sale, assignment or transfer of rights granted to grantees.

Any sale, assignment, or transfer of the rights hereunder shall be made only with the prior consent of the board of commissioners, which consent shall not be unreasonably withheld. The proposed transferee or assignee must show financial responsibility to the satisfaction of the board of commissioners and must agree to comply with all the provisions of this article, and provided, further, that no consent shall be required for a transfer by trust deed, deed to secure debt, or other hypothecation as a whole, to secure an indebtedness.
