Upon written notice from the director of public works, or his or her designees or
employees and all police and code enforcement personnel—who shall have such powers
as are reasonably necessary to monitor, enforce and give effect to this article—that
construction or excavation work within the public right-of-way or public road, or
any work that impacts these public areas, are being performed contrary to, or are
in violation of the provisions of this article, or is being done in a dangerous or
unsafe manner, shall be immediately stopped. The notice shall be in writing and delivered
to the on-site authorized representative or his designee of the person performing
the excavation or construction work. The notice shall state the conditions pursuant
to which the work can resume. Upon receipt of a stop work order, the person conducting
the work shall utilize appropriate measures to secure and safeguard the site and equipment
and to protect the health and safety of public.
