Nothing in this article shall prevent the director of public works or his designee
to order the stoppage of all work within the public right-of-way or public road where
the director or his designee determines that an emergency exists. Emergencies include,
but are not limited to, factors that pose a danger to the public health, safety, and
well being of persons or property, including the public right-of-way. In such instances,
no written stop work order shall be required. Only work necessary to secure and safeguard
the site and equipment is permissible subsequent to the emergency stop work order.
Within a reasonable time of the emergency stop work order, the director of public
works or his designee shall provide a written basis for the emergency work stoppage
and include therein, the conditions under which the work may resume.
