Any participant in the plan as effective September 1, 1991, who elects to retire before
January 1, 1992, and who has completed at least ten years of Fulton County service
and whose age and years of Fulton County service equal at least 75, shall be entitled
to receive a 1991 early retirement window benefit. The amount of the 1991 early retirement
window benefit, stated as a monthly amount in the form of a single life annuity for
the life of the participant, shall be the participant's accrued benefit at his retirement
date computed in accordance with section 154-92, without adjustment for commencement before the normal retirement date. Notwithstanding
the foregoing, upon the certification of a department head filed with the board of
trustees that the services of the participant are essential for the efficient operation
of the employer, the retirement date of such individual may be postponed to the date
specified by such department head, but in no event beyond June 30, 1992.
