No contract shall be executed by Fulton County for the construction, acquisition,
or renovation of any governmental building or other capital facility owned or to be
acquired by the county (capital project) unless at least one percent of the construction
costs for such capital project are used for the presentation, commissioning, purchase,
conservation, transportation, installation, protection, and maintenance of art in
public places, which amounts are referred to as art funds.
