Following its formulation of the plans for acquisition of the necessary site locations
and easements and for financing and construction of the facilities, including the
estimated costs of said construction, the commission shall submit the plans to the
governing bodies of Atlanta and Fulton County for final approval and for the adoption
of the financial plans for funding the construction. After such approval, and after
advice in writing from Atlanta and Fulton County that plans for the necessary funding
have been made, the commission, through the general manager, shall provide for the
necessary bidding process and letting of the construction contracts. This may consist
of the letting of a joint contract obligating both Atlanta and Fulton County to the
contractors, or it may consist of the execution of a contract with either Atlanta
or Fulton County as the agent of the joint venture to let the contract. In any event,
the bidding process and contracting procedure shall comply with all federal and state
laws.
