§ 102-353. Interpretation purposes and policies.

  • (a)

    Interpretation. This article shall be construed and applied to promote its underlying purposes and policies.

    (b)

    Purposes and policies. The underlying purposes and policies of this article are to:

    (1)

    Simplify, clarify, consolidate and modernize the law governing procurement for this county;

    (2)

    Permit the continued development of procurement policies and practices;

    (3)

    Provide centralized procurement for this county;

    (4)

    Provide for increased public confidence in the procedures followed in public procurement;

    (5)

    Ensure the fair and equitable treatment of all persons who deal with the procurement system of this county;

    (6)

    Provide increased economy in county procurement activities and to maximize to the fullest extent practicable the purchasing value of public funds of the county;

    (7)

    Foster effective broad-based competition for public procurement within the free enterprise system;

    (8)

    Provide safeguards for the maintenance of a procurement system of quality and integrity; and

    (9)

    Obtain in a cost-effective and responsive manner the materials, services and construction required by county agencies in order for those agencies to better serve this county's businesses and residents.
