The county authorities of Fulton County, after determining the cost of construction
of said sewer, including the cost of acquiring right-of-way if any is to be acquired,
and all costs necessary therefor including the cost of engineering, supervision and
inspection, shall proceed to lay and construct the same either by their own forces,
or public works department, or by contract as in their judgment seems best.
