Power and authority is vested in said board of commissioners or other county authority
to condemn lands, leases, and all other interests in real estate whereby possession
and title to land or as much thereof as may be necessary, may be procured by said
county for the construction of said improvements, and to whatever extent it may be
deemed necessary and proper within the discretion of said county authority. In case
any of the improvements herein specified shall be built on land over or through private

then assessors shall be appointed to assess damages for said land by reason or on
account of the construction of any such improvement upon same, said assessors to be
appointed, notice given, hearings had and their award made, and all proceedings conducted
as in case of condemnation of property for public purposes under the laws of this
state.
