§ 76-62. Minority business enterprise objectives.
(a)
By previous resolution and order, the board of commissioners has established as county policy, the objective that a minimum of 20 percent of county public contracts be awarded to bidders of established minorities in order to correct a serious underutilization of such firms in county contracting and purchasing activities. To assist this effort the grantee shall adopt the objective whereby a minimum of 20 percent of its purchasing/contracting activity to fulfill the terms of this franchise shall be with firms owned by members of an established minority.
(b)
An established minority shall mean any group of people historically disadvantaged, and thereby hindered from free participation in economic activity, due to discrimination based on race, religion, color, sex, or national origin.
(c)
The grantees compliance with this provision shall be evaluated by an annual report to the board of commissioners at the close of each operational year of the grantee. However, the first such report covering the grantees actions from the start of this franchise shall be made 60 days after enactment of this article.
